Gayil Talshir
Head of the center for advanced public service and the head of the President’s Program for Academic Leadership

Gayil Talshir has her D.Phil from Oxford University. She is currently the head of the center for advanced public service and the head of the President’s Program for Academic Leadership. Her research is on the crisis of legitimation of advanced democracies, party system change, political ideologies and Israeli politics. She currently writes a book on Netanyahu's Governments' Ideology. In 2018 her edited volume on the state of higher education and the role of public universities is to be published. Her two recent articles are on the concept of the Demos in democratic theory and on the 2013 and 2015 elections in Israel analyzing politics of identity vs. ideologization processes of the Israeli party system and the influence of the social protest on institutional politics. She is involved in an international project on Democracy and Inequality where she writes about the role of the Demos in democratic equality. She also works is on a report on the state of Israeli democracy for the Shasha Center for strategic studies. She has initiated and headed for 7 years the governments' official MA program at the school of public policy. She is a senior lecturer at the department of political science, the Hebrew University of Jerusalem, Israel.
